Cabinet Meeting

At the Cabinet meeting chaired by Chief Minister Shri Vishnu Deo Sai at Mantralaya (Mahanadi Bhavan) today, several key proposals concerning power, farming, public transport, mining regulation and urban development were approved as follows:
1. The Cabinet accorded in-principle approval for listing the Chhattisgarh State Power Transmission Company Limited on the stock exchange through an Initial Public Offering (IPO). The move is expected to provide citizens and investors an opportunity to participate in the company’s growth journey while further enhancing its financial strength and transparency. The Board of Directors of the company has been authorised to complete the necessary procedures related to the listing process.
2. In a major boost to agricultural diversification, the Cabinet approved the revised format of Krishak Unnati Yojana from Kharif 2026. To encourage crop diversification and reduce excessive dependence of farmers on paddy cultivation, State Government has decided to provide grant-in-aid of Rs 15,000 per acre to farmers cultivating alternative Kharif crops such as pulses, oilseeds, maize, kodo, kutki, ragi and cotton in place of paddy.
The benefits under the scheme will be extended on the basis of the Integrated Farmer Portal, Agristack registration and Digital Crop Survey. The decision is expected to expand the cultivation area under pulses, oilseeds and other alternative crops, improve farmers’ income and promote long-term sustainability and water conservation in the agriculture sector.
3. The Cabinet also took an important decision to ensure uninterrupted distribution of gram under the Public Distribution System during the financial year 2026-27. Under the decision, Chhattisgarh State Civil Supplies Corporation has been authorised to procure gram through the NeML e-auction platform at a maximum service charge of 0.25 per cent or lower. The Cabinet also approved a three-month extension, from April to June 2026, under the existing arrangement to ensure continuity in the distribution of gram to eligible families under food and nutrition security schemes.
4. In another key administrative decision, the Cabinet approved the proposal to transfer the subject of Yoga from the Department of Social Welfare to the Department of Medical Education. Recognising Yoga as an integral component of the AYUSH system, the decision has been taken to ensure better coordination and effective management of Yoga-related education, training and research activities under the AYUSH framework.
5. To facilitate the effective implementation of the Prime Minister e-Bus Service Scheme, the Cabinet approved sending consent for the Direct Debit Mandate (DDM) to the Government of India under the Payment Security Mechanism (PSM) scheme. The decision will pave the way for the operation of 240 electric buses sanctioned for Raipur, Durg-Bhilai, Bilaspur and Korba. The initiative is expected to provide citizens with modern, environment-friendly, safe and affordable public transport facilities while helping reduce urban pollution and strengthen public transport infrastructure.
6. The Cabinet also approved extension of the stamp duty exemption granted to Nava Raipur Atal Nagar Development Authority for land purchases through mutual consent till March 31, 2028. The decision is expected to accelerate land acquisition processes and further strengthen planned development and infrastructure expansion in Nava Raipur Atal Nagar.
7. In another major reform initiative, the Cabinet approved amendments to the Chhattisgarh Minerals (Mining, Transportation and Storage) Rules, 2009. Under the revised provisions, vehicles transporting minerals will mandatorily require RFID tags and vehicle tracking systems.
